太子奶创始人李途纯被批捕 其子等三人同被抓 – 财经频道 _ 东方财富网(Eastmoney.com)

“太子奶”集团人士表示,这显示株洲方面的侦查是扩大了范围的,李途纯被带走之后,李帅有段时间仍是可以自由活动的,只是很难知道他的行踪,他掌管着李途纯在太子奶集团之外的资产与运营。此外,每日经济新闻在7月2日千亩土地出逃太子奶花旗追债遭遇李途纯算计报道中披露的临湘五尖山千亩土地的权利人李舒谦也同样遭此命运,李舒谦还是太子奶首任财务总监董事会办公室主任兼董事会秘书,后任太子奶集团副总裁。

长江百年来的洪灾记录和三峡大坝的万千百

今天长江本年度的第一次洪峰通过三峡坝址,最高流量达到70000^3/s,超过了1998年和1954年的洪峰流量,也算是在历史上值得记录一笔的 年份了。长江是我国的第一大江,也是桀骜不驯的大江,受东南季风的季风的影响,每年都有明确的汛期。我从小生长在长江边,每年夏天 的一个固定节目就是一家老小去长江边上去纳凉,谈论的话题自然少不了眼前澎湃的洪水,从父辈,祖辈,曾祖辈那里听来了不少长江洪灾 的故事。 

最惨烈的洪灾毫无疑问是1870年,清同治九年的那一场,我外祖父生前住在油溪下咀江边的一个由寺庙改来的教师院里。高高的山墙上有一 道痕迹,外祖父说就是那年留下的水印。我在那里亲身经历过的水位最高的1998年洪水离那个位置大概还有10米,可想当年洪水之高。在江 津县城内,按县志记载,全城浸水,仅板桥街可行人,比我在江津经历过的最大洪水高了也大概10米吧。作为对比,今年的洪峰通过江津时 水位为191.5m,而江津堤防顶部滨江路标高199.5米,估算板桥街附近的标高大约205m左右。外祖父说过他好多个长辈亲戚死在那年,江面上 飘下来的浮尸漂木等在回水沱里堆得可以上人,还有说下了七天七夜大雨不见太阳,水涨得比人跑得还快(我猜测是可能上游某处有堰塞湖 溃坝),鸭子都被淹死了(我一直以为是老人夸张,今年还真看见新闻了...)还有镇江巨鱼在洪水中翻浪等等,小时候挺喜欢听这些奇异故 事的.....但口口相传的历史总归不是可靠的历史,还是数据之间的比较更为直观而有效。 

长江有现代水文记录的历史大约100年,这一百年中比较严重的洪水年份是1931年,1954年,1998年。1870年洪水虽然没有现代水文记录,但 是年代并不遥远,有为数不少的水位痕迹遗留,在建国后组织的多次调查中可以得到可靠的水位数据,因此可以有比较可靠的估算,因此也 一并列入。数据来源比较杂,懒得一一标了,参考资料统一附后,某些数据来源不同有不同的值,不过差异不大。


再解说这张表格之前,首先解释一下相关信息;
三个水文站,宜昌,代表三峡坝址的情况,表征上游洪水。汉口,包括汉江,洞庭湖水系后的控制站,表征中游洪水,大通,包含鄱阳湖水系后的控制站,表征下游
洪峰流量,表示某次洪峰在经过相应水文站时的最高流量
总洪量,30天内流经本水文站的总流量
水位,以黄海高程为基础的海拔高度,表示某次洪峰时达到的最高水位
X年一遇:百年一遇是指大于或等于这样的洪水在很长时期内平均每百年出现一次,而不能理解为恰好每隔百年出现一次。简单的说就是出现这种等级及以上的洪水的概率为1/x.既然是概率。而这个概率是和分布相关的,所以需要长时间的水文记录来建立一个合理的分布模型,显然我们当前100年左右的数据所建立的模型在X相当大的时候是会有一定偏差的,所以需要历史记录来修正,但是历史记录一般只有水位,因此还需要将水位按水力坡度和洪水糙率反算为流量。


因为我们现在比较关注的都是三峡工程对洪水的作用,那么主要看宜昌的数据。汉口是宜昌下游,中间流经九曲回肠的荆江河段。宜昌的来水对荆江河段及武汉的流量起到了控制作用,大约占总比重的70%以上,但是我们可以看到,1870和1931两年,汉口站流量反而小于宜昌站,这是大量溃坝的结果。1954年虽然也进行了荆江分洪,但是范围可控有限,所以汉口流量还是大于宜昌。1870年的洪水在历史文献和题刻考证以后是1151年有题刻记录以来800年间最大的洪水。根据最近100年的概率统计计算和实际历史情况可以认为是超过了千年一遇的标准,因此也成为了三峡工程设计的目标。

根据三峡工程总工郑守仁的文章,三峡工程的防洪设计指标如下 
大坝泄洪设计标准为千年一遇洪水流量99800m3/s,万年一遇加大10%洪水流量124000m3/s校核。
在汛期防洪限制水位145m运行时,大坝具备 下泄洪量56700m^3/s能力;
如遇设计洪水和校核洪水时,总泄水能力最大可达110000m^3/s。 
水库正常蓄水位175m时总库容为393亿m^3,
其中防洪库容221.5亿m^3,兴利库容165亿m^3,死水位145m以下库容为171.5亿m^3

那么接下来就说一下今天传得非常热火的一个段子,三峡工程一年比一年差了,真的是这样么?

此时三峡主题结构已经完成,按郑守仁所述,"万年一遇加大10%洪水流量124000m3/s校核。"这个用术语说就是承载力极限状态吧,因此“抵抗”一词是准确的。三峡可以在这种条件下的洪水中保证自身安全,但是不等于可以保证下游安全。

这是一篇很有问题的报道,截取两段

“如果遇到20年一遇的洪水,大坝上游坝前水位可控制为154.1米;百年一遇,坝前水位可控制为166.5米,控制枝城下泄流量在5.67万立方米/秒,保证下游沙市水位不超过44.5米;千年一遇,坝前水位可控制在175米,控制枝城下泄流量在8万立方米/秒”
“据介绍,去年10月27日,三峡水库蓄水至156米,从而具备了对中下游承担防洪任务的能力。”

比较上年蓄水水位156米及20年一遇的坝前目标控制水位154米,我们可以知道,此时的大坝只能调控二十多年一遇的洪水,
从原文报道中,专业人士很清楚的阐述了对各种情况的预案和效果,至于记者为什么写千年一遇,只能认为是一个错误。

这其实就非常正常了,因为水库蓄水水位还没有达到最终的175米,所以暂时达不到设计所定的千年一遇的标准。但是和上年的30年一遇相比,经过一年的建设和库区蓄水试验,达到了百年一遇的标准完全正常。

对比前表中的总洪量动辄过千亿和设计指标中的三峡防洪库容220亿,三峡的蓄洪能力确实是有限的,而且三峡也无法控制下游沅水,湘江,汉江,赣江等各大支流,而汉江,湘江,赣江的流量在洪峰时期都是可以超过10000m^3/s甚至达到20000m^3/s以上的,就总洪量而言也可以达到1/3以上,因此不能将希望全寄托在三峡完全正确。

三峡的防洪使用不是如某些人所想象的那样直接拦完就可以的,它确实做不到,指望三峡做到这一点也太小看自然力量了。三峡的作用是一个电容器,把不稳定的一波一波出现峰值的洪水调节成相对稳定的在破坏范围以内的洪水,并根据下游的水文情况错开下游各支流与干流洪峰的交汇。1931年武汉全城泡水131天的悲剧就是汉江和长江洪峰叠加形成的。

今年的第一个洪峰峰值高,70000M^3/s,洪量不大,20个小时后就回落到62000m^3/s了,正是最符合三峡工程调洪特性的,整个过程中三峡保持40000m^3的下泄流量,这个流量甚至小于每年常遇洪水量,是为了给下游减少压力。这个流量完全是无可指责的。最后看看效果吧,70000M^3的洪峰,放1931年,荆江就等着溃4个口子,淹死14万,放1954年,荆江分洪又得炸一遍了,就算是放1998年,也得全军总动员千里荆江一片将星闪耀,今年呢,荆江的农民悠哉游哉的牵着牛在大堤上啃草。这就是三峡的作用。

三峡工程前后有很多可以商榷的问题,但是这样断章取义的玩标题党拿三峡开涮未免有点过于不动脑子了。

Origami is an art of paper folding, and paper cranes are probably what we’ll thought of when it comes to origami.

The Cost of Spam: CO2 Emissions

According to data from a recent study by Commtouch (Internet Threats Trend Report) published in April 2010 and referring to the first quarter of the year, every day we send about 221 billion email messages, of which 183 billion are classified as spam (85% of the total traffic globally).

United States lead the ranking of the “spamming” countries with 38 billion emails per day followed by India (13.7 billion), Russia (9.8), Vietnam (9.7) and Korea (7.6).

How much does all this junk mail cost the environment in terms of CO2 emissions?

Studies have estimated that each email message generates about 0.3 grams of CO2. Multiplying this value by the number of spam messages sent daily worldwide what we get is that every day around 54.900 tons of C02 are released into the environment: a number that translates into around 21 million tons of CO2 every year.

Just a curiosity, for the sake of comparison: the Eyjafjallajökull volcano eruption in April 2010 released into the air around 150,000 tons of CO2 every day.
